Its an Andrena female. Genus ID is impossible for me, it is somewhat near A. nitida.

It is a female of the ss Melandrena kind, probably Andrena thoracica (90%) but one cannot draw aside A. limata & A. assimilis on the basis of photograph.

I think that thoracica is not probable because of the transparent wings. True thoracica has nearly black wings, see photos on www.galerie.hymis.de. But there are some more Melandrena sp. (nitida group) coming into account.
