I found it on Stachys byzantina leaves, does anyone have any idea what makes such holes and structures?

Hi Bart, do you have a different view of the structure? The hole looks like one of a leaf-cutter bee, but I've not seen these bees cutting furry leaves.

The hole seems too small for a Megachile cutting.
Probably Coleophora lineolea.

Previously we found Coleophora sp. in our garden, so it'd make sense. However, the life cycle confuses me: https://lepidoptera.eu/species/1650
