Can anyone recommend keys for European Hymenoptera at family level?
There exists a monography similar to the Oosterbroek's
The European Families of the Diptera for Hymenoptera?

yep.
there is the HYMENOPTERA OF THE WORLD: an identification guide to families - edited by HENRI GOULET and John Huber. An excellent book for what do you want! I think it is the best available so far. :)
