Upper Austria in late July, in a Zoo. Protocalliphora azurea or Protophormia terraenovae would be my candidates.

Hi Lorin, it's a female Protophormia terraenovae:
postst. ac barely visible, thorax flattened - not dusted...

Thanks Eric! A lot of (breeding) birds nearby, thus a fitting habitat
