I think this is Linnaemya vulpina.
However the antenna seems to be partiall orange in this fly, and mostly I see flies with fully black antenna. Is that just variation?

Peleteria and Linnaemyia are often confused, but eye is hairy in Linnaemyia and bare in Peleteria.
The current valid name of Peleteria varia is iavana (see Ziegler in Studia Dipterologica).
