Is this a Empididae/Hybotidae? Or a wierd Chloropid fly?

Cannot place it yet, but I can rule out any of the mentioned families. It certainly is an acalyptrate fly.

Maybe Dolichopodidae?

No, it is not one of the orthorrhaphous Brachycera (which includes the Dolichopodidae). I was wondering about Psilidae for this one.

Hi.
My first thought was Clusiidae; rather narrow, darkened wing tip, yellow/black pattern on thorax.

This fly was confirmed to be a Clusiidae, by an expert of the family. Owen Lonsdale.
