Can anyone say exactly what this is?

Hoi Michel,
Yes, it is a Chironomidae, and judging by the antenna it is a male!
These two facts are for sure, but I cannot tell the species, maybe somebody else can!

If it was a large one, say about a centimeter, the the best bet is Chironomus plumosus, very common near larger waters.

A centimeter is about right. The photo was taken in a walled city garden near the Leie in Ghent, Belgium.
