Yes, Tephritis bardanae, they are still common this week in Berlin. in July, they are mainly replaced by Terellia tussilaginis, which use opened flower heads for oviposition (rather than buds used by T. bardanae).
Concerning T. formosa -- yes, they are present in Berlin and Brandenburg, on Sonchus oleraceus, which is used here and there among "artificial wild flowers" here in Mitte.
