SW France, in a wet area on a sedge. About 3 mm long.

In the light of Weia's recent answer, I wonder if it could be the same genus.

Telmatoscopini was not monophyletic, so it is divided between Mormiini and Paramormiini. Panimerus belongs to Paramormiini.

That's Paramormia ustulata. Same tribus.

In the Netherlands it would be Philosepdon humeralis, but maybe in your region Philosepedon spec is safer. Tribus Psychodini ;-)
