NO. It is 'very' different (in TAchinid terms): tibiae are black, no discal setae, eyes bare.
Actually, if I'm not mistaken, I see a strong ovipositor.
That would be of great help for the identification: my suggestion is Thecocarcelia acutangulata female

By looking at the photograph in detail there is indeed a strong ovipositor.
