It's an "ichneumon wasp" but it isn't of the genus Ichneumon. With that strong lateral compression on the gaster I'd say it is more likely to be from the sub-family Campopleginae - there are very many species with identical colouration |

Still more out of blade of knife for Campopleginae, I doubt more for second view!
