in Clematis buds and flowers

Hi all,

A colleague contacted me due to problems with a pest in Clematis flowers.
I do not know much about it, but still wanted to try here, maybe someone knows about a Diptera in flower buds of Clematis. Sorry, only a few photos (not in best quality) of larvae and pupae are available.
Any idea what it could be?

These look like Agromyzidae to me, but i don't know of any European species that feeds in the flowers of Clematis. Worth keeping to try and breed out a male!
