I agree

Carcelia is a difficult genus. Given the colouration, number of discals on tergites, ad on tibia 2, dusting on tergites, etc., I'm inclined to think this is the female of Carcelia lucorum. Host in Arctia and other Arctiidae, most common (or least rare) in later summer, so that figures.
