Hello,
This is an animal that I caught at 17th of march this year (2004)
I caught several of those on bare ground near a little pond, together with some Ochtera mantis (Ephydridae)
It is a muscid, I think from the genus Lispe.
Look especially at its palps and its tarsi of the first legs.
Can anyone tell me if this is true?

Your identification is correct: it is a male of Lispe
(probably L. tentaculata).
