It is Ectopsocus spec., possibly the frequent E. briggsi that lives on many deciduous trees. E. meridionalis is similar but according to Fauna Europaea not occurring in Slovenia. (However, the distribution statements are incomplete in many cases.)
An association with leaf miners is improbable, their presence in mines seems to be accidental.
To identify Psocoptera, good lateral shots of the wings are necessary, because the venation is an important clue. Try the key http://www.brc.ac...ey/key.htm and find out what characters have to be recognizable to get a certain ID.
