I'm guessing Callaphoridae (metallic blue/green, plumose arista, projecting mouth edge, lack of any strong bristles etc) ... can you check if it has a subscutellum? Smile

Yes, Calliphoridae. I'm inclined towards Onesia sp, but it's a bit of a guess.
