Eggs of an unknown aquatic fly

These eggs were found on the underside of a blade of grass overhanging the standing water of a vernal pool (flooded shrub swamp) in western Massachusetts, USA, on 2 May 2010. I was reminded of them recently when I saw these photos of what seem to be the same eggs--but in a row of nearly 40--taken in Iowa on 26 April of this year, again on a blade of grass over water:
