Yellow fly with red eyes, about 2 mm, Family?

This tiny yellow fly was resting on a leaf. It allowed me only two photographs (from approximately the same angle) before flying off. I estimate the size at about 2 mm but am not certain. Anyhow this fly was tiny. Even without photos from other angles, can anyone tell me the family? West Virginia USA, 16 June 2007.
