Small black Tachinid from Holland

I saw this small Tachinid (?) fly on heath in Holland. Small means about 5 - 7 mm, see the little branches of Calluna it is resting on for a size comparison. Dry sandy heath with Calluna and occasional tree groups (oak, pine). Can it be IDed?
