Hmm, does the fly really have no median marginals on T1+2? And does it have any bristles on R1 and R4+5 to r-m? It looks eminently identifiable but it doesn't ring any bells here.

The wing venation (fold to bend M) suggests Exoristini, and then the ocellar bristles are placed at level of anterior ocellus

Bessa.

And since there are distinct discal setae:
