In eastern North America females overwintering as adults belong to tribe Ichneumonini. |

Looks like a Tromatobia, but I'm not an expert.

Hello, I have searched a little bit in the web, and from the 4 Tromatobia species occuring in Germany I find T. lineatoria a very good match (as the only species).
