Is this a Sepsid?

I ran through a number of possibilities for this fly, but have finally settled on Sepsidae as my best guess. Is that what this is?

The fly was photographed in a wetland less than 0.5 km from the Pacific Ocean, in Oregon USA. Length about 5 mm from the front of the eyes to the rear of the wings. Date 13 May 2007.

Tried to attach an image to a forum post. jpg, 32kB, 72dpi, no blanks, ... File name is correctly displayed, but when I click "Preview Thread" it just vanishes. Help!
