Most likely Rhamphomyia crassirostris. Certainly the same subgenus, as this male has eyes separated by the frons.

This year Rh.crassirostris is a mass species. But when I discovered Empididae barraging over pond surface I was sure that it is Hilara. To my grate astonishment it is Rh.crassirostris too. Is it known, such behaiviour for Rhamphomyia?

Yes.  Several other species can be found near the surface of water.
