I suppose Culex pipiens larvae, is that correct ?

It can be either Aedes, Ochlerotatus, Culiseta of Culex, but I cannot establish the genus name without having a look at the siphon in lateral view. The position and number of the hairbundles on the siphon is diagnostic.

Yes, this siphon looks very much like C.pipiens.

No, it is not Culex pipiens. This photo is not enough for identification. Siphon of C. pipiens is different.
