Anatole Shatalkin & Bernhard Merz seem to have the latest key to European species in this paper (even though it only says Switzerland):

Shatalkin, A. I., Merz, B., Museum, Z. & Nikitskaja, B. The Psilidae ( Diptera , Acalyptrata ) of Switzerland , with description of two new species from Central Europe. Rev. Suisse Zool. 117, 771–800 (2010).

Note that it also adopts the new Buck & Marshall classification, so you'll see Imantimyia as a new genus name for some Loxocera.

Buck, M. & Marshall, S. A. Revision of New World Loxocera ( Diptera : Psilidae ), with phylogenetic redefinition of Holarctic subgenera and species groups. Eur. J. Entomol. 103, 193–219 (2006).

I still wonder why they chose to use Imantimyia at genus level rather than aa subgenus of Loxocera. The phylogeny presented by Buck and Marshall allows a Loxocera s.l. with the subgenera Imatimyia, Platystyla and Loxocera s.str. It would have maintained stability in nomenclature.

Add
Bygebjerg, R., Munk, T. & Elnif, J. Chyliza leguminicola Melander, 1920 (Diptera: Psilidae) new to the Palaearctic fauna. Entomol. Meddelelser 79, 73–84 (2011).

This is a recent addition and Bygebjerg provides an updated key to European species of Chyliza. It occurs on garden lupins.
