this fly was hanging round some larger Bibio types on a clump of nettles. Box Hill Surrey seems to have a mite on its leg:

this is not Bibionidae fly. I would say Sciaridae. Mite - typical phoresy in diptera.  To spread to other locals. very improbable to be some kind of parasitism here.
