Hello!

Either a very large Limoniid or a medium sized Tipula with a conspicuous group of small spots on the wings near thorax. About 18-20 mm, in our garden (northwest Germany).

I would say Limoniidae. Some species near Metalimnobia quadrinotata. Maybe Niels-Jan can tell you more.
