Id request on small fly

I don't know if the feathery antennae on this small (about 3mm) fly are enough of a giveaway to ID it? Taken last week near the base of an Oak Tree in Richmond Pk in SW London.

Yes thanks for your help Brian. I'm sure Pierred has the right family but so far I have not found a midge with this type of regal plumage.
