They are antennae, and yes, it is Encyrtidae. I have no keys at hand to check now (not earlier than Thursday) but perhaps by then someone has already spurted out the name.

In the Spanish photo Photography and Biodiversity, have indicated to me that it could be "Cryptanusia comperei (Timberlake, 1929." Would you agree Info Diptera experts, with this identification?
