This specimen was found sweeping a net through the aquatic vegetation (and perhaps also vegetation growing on its bank) of a slow to fairly fast flowing canal, rich in aquatic weeds (mostly Elodea nuttallii). It appears as having no wings, but it seems as having some sort of attachment-points were they could have been.
Collected 1 km North of Brielle at the southside of the Brielse Meer, province of Zuid-Holland, The Netherlands at May 10, 2010.
I have no experience with Hymenoptera whatsoever, but I know that there are a few aquatic Hymenoptera. Could this be one of it?

Looks similar to this Gelis sp., Maybe Camille will be of help here.

this is a female of Gelis micrurus. It is a parasitoid of egg sacs of Lycosidae.

I guess that this would make it non-aquatic.
You can use the photo's and if you like you can even get the specimen. I do hardly collect and keep terrestrial species in my collection.
