this year very common on Heracleum spondylium (the flower give the scale)

Boulonnais , Northen France

can somebody give the correct name,

Dear Alain,

This is a species of Minettia, of the family Lauxaniidae. Probably M. rivosa which is more common than the very similar M. fasciata.
