No, this is a Muscid or Anthomyiid fly. I guess it could be a Coenosia, Muscidae, because it is predatory.

1. Predator is Anthomyiidae, I think, but I am not sure at all.
2. Prey looks for me as Tachinidae, may be Siphona.

This is one of the great little muscid predators - Coenosia tigrina(female). I'd agree with Nikita that the prey is Siphona (Tachinidae)
