Nematocera on Owlfly (Ascalaphidae)

Any ideas about the identity of this little midge that was standing on the dorsum of an Owlfly (Ascalaphidae). Didn't record the size, but truly tiny.

Location: Pico Bonito National Park, Honduras. Cloud forest. The Owlfly had been attracted to lights and was a rest on the vertical cloth.

I almost posted this in the "Non-Diptera ID" section, but I hated to separate the two images. This was another insect on the same Owlfly. This one seems to be hanging from the Owlfly's middle femur. Can anyone tell me what this insect is?

Top: Ceratopogonidae; bottom: thrips that probably just got stuck.
