This is the second time I've seen this. Has the aphid been attacked by a pathogenic fungus which then makes the fruiting body underneath?
This was on the underside of a leaf, the first one I saw was on a vertical fence.
Ignore the mites that seem to be joining in.

Hi Brian,

The thing under the aphid is the cocoon of some sort of Ichneumonid.

Nice and focust shots of some kind of miets, too! They must be in the 0.2-0.4 mm range unless this aphid is one of the larger species.
