I don't think we can say with complete certainty that it is Ceratopogonidae, but in this family there are genera, such as Forcipomyia, which are very small, and have these quite sturdy and very hairy legs. Perhaps someone can show that it is more likely to be Psychodidae or Cecidomyiidae, but I don't think so. I would count it as Ceratopogonidae, until someone says different! Also you could look at the other flies you have caught on the tree. If Medetera has caught this one, then there must be others there for you to catch!
