The fly was about 3cm long. It never stayed steadily in one place, always moving around the wall. It hardly ever sits on plants. Whenever I see it it is on the brick wall. Pictured in tanzania |

Looks a bit Ampulex like (family Ampulicidae). Try a Hymenoptera forum like www.forum.hymis.de.
