Jizz. The wing venation is off for Chloropidae, for example. Further the shape of the head and antennae, and the prominent vibrissae.

It is male of Prochiliza nigrimana 1, 2, 4. And Stearibia nigriceps 3. |

So not Chloropidae but Piophilidae. But Andrey, shouldn't it be Prochyliza?
