Is it possible to name this Tephritidae from Mongolia, which has really huge palps?

Oxyna guttatofasciata (Loew, 1850)? I used (as best I could) Korneyev & Evstigneev, 2013 (Ukrainska Entomofaunistyka 4(1): 1-23).
While others can't climb, using infinite pains,
I, gravity turning to jest,
Ascend, with all ease, perpendicular planes,
Rough or smooth, just as pleases me best.

it is associated with stands of Artemisia dracunculus, usually around 2000-2700 m asl, but I was unable to find larvae neither in stems nor in rhizome^ perhaps the time was wrong.

It was caught in Mongolia at higher altidtude.
