If it would be Phasia obesa in England, consider Phasia aeneoventris in Quebec. They key out together in Sun and Marshall (2003) distinguished by distribution.

The revision depends on seeing sternite VII. For aeneoventris: "Sternite VII (sheath) longer than sternite VI, tapered, pointed apically, not bent; apex straight; sternite VII with linear wrinkles ventrally. Ovipositor bent upward."

Sorry, aeneoventris is the West Nearctic species that keys out with obesa. In Quebec compare Phasia robertsonii instead: "Sternite VII (sheath) longer than sternite VI, tapered, narrow apically, slightly bent, apex directed dorsally, sternite VII with linear wrinkles ventrally. Ovipositor bent upward."
