I guess it could be a worn Culiseta alaskensis. If you have an image showing the hind tarsi we could be more confident.

Yes, that's better: C. alaskensis has a pale ring on tarsomere 2, 3, 4 (1 and 5 are dark), tibia and femur has mixed dark and pale scales.
So I think this is very likely Culiseta alaskensis.
