Dioctria-like with striking hind-legs => Dioctria lateralis?

Got an image of this tiny fly with striking hind-legs. There is also this strange "brush" on the tibia. Is the function of this brush known?

A view of the face and a sharp one of the pleura would help to be sure as it seems to be a male of the rare Dioctria lateralis.

Hi Mike, I'm afraid we'll have to wait for the experts to confirm D. lateralis.
If I compare with Wolff et al, this male's legs and abdomen match quite perfectly:
- fore and mid leg completely (reddish) yellow
- hind tibiae mostly black
- hint tarsus brown (or black)
- hint metatars slightly [?] thickend [I think it's distinctliy thickened]
- abdomen black with distinct patches
I propose to edit the thread's title with "Dioctria lateralis?"
