I think it is Odinia sp. Do you have the specimen collected or at least some additional photos?

A side view would show more details and, I hope, confirm the suggested generic identification. I think that it is no species known from central Europe; you should ask for eventual identification a local dipterist (perhaps Carles-Tolrá), who would study the specimen, not only photos.
