A Blondeliini.
I am not sure about the conditions this picture was taken, but please try to provide several pics, lateral angles included.
Also the light seems to be below the fly, nit in top.
One such shot is generally hopeliss in Blondeliini.

Only genus that fits features seems to be Meigenia, but somehow that does not feel good.
Meigenia has propleura hairy, all others bare.
