Hello Igor, I think it could be a male of Tachinidae - unfortunately I could not find it in the key, yet.

In Crosskey's review of Oriental Tachinidae the best match in his keys is Koralliomyia in the uncommonly collected tribe Anacamptomyiini. I have seen no description of this genus. It was described in Die Fliegen der Palaearktischen Region, which is not available online.

Definitely Anacamptomyiini, also only Tachinidae in Vespidae, and it sure looks like Koralliomyia. Never seen it, great find.
