I guess this is the male of Sargus bipunctatus.

There are some species over there, that don't occur here (NL) like rufipes (legs look reddish instead of yellowish), a boreal/mountain species. Flavipes and cuprarius males look quite alike. When was the picture taken? |

September, as stated in the title. No mountains anywhere around where this pic was taken.
