Looks like it might be Empidideicus Becker but need clear view of wing venation to be sure.

It is Empidideicus and something new. There are no described species from Goa but I have about 4 new species from the Western Ghats, which are currently being described in my world revision of this genus.

this reinforces even more my love for mythicomyiids. Grin (hm... what I don't like in the flies? Grin I like all of them. And I don't know why... I've tried to answer this but no one satisfies myself.)
