Is it possible to identify family/genus of this small fly by such foto? Found in the garden in June. Transcarpathion region of Ukraine

Good day! I found in RG your atlas of Europe, according to which this species of fly is not found in Ukraine.
You can see the coordinates of the find here in the Ukrainian database on biodiversity:

Can you say for sure what it is Tanypeza longimana?
