Is it possible to identify family/genus of this small fly by such foto? Found in the garden in June. Transcarpathion region of Ukraine

Good day! I found in RG your atlas of Europe, according to which this species of fly is not found in Ukraine.

Can you say for sure what it is Tanypeza longimana?
